摘要
人民城市重要理念是新时代党领导城市工作的根本遵循。基于政策过程理论可以构建人民城市重要理念的三维分析框架。梳理分析社会主义革命和建设时期、改革开放和社会主义现代化建设新时期、中国特色社会主义新时代党领导城市工作的历史进程,能够看到坚持党的领导、坚持人民至上、坚持实事求是、坚持凝心聚力,是我们党领导城市工作的重要经验。城市是我国各类要素资源和经济社会活动最集中的地方,新时代新征程必须抓好城市这个“火车头”,贯彻人民城市重要理念,探索城市治理现代新路,需要在政策制订上把握人民城市建设的时代使命,在政策执行上确定人民城市建设的思路方法,在政策评估上明确人民城市建设的价值导向。
The “people's city” concept is the fundamental guideline for the CPC's leadership in urban work in the new era. Based on theories of policy process, we can construct a three-dimensional analytical framework for the “people's city” concept and analyze the historical process of the Party's leadership in urban work in the period of socialist revolution and construction, the new period of reform, opening up and socialist modernization, and the new era of socialism with Chinese characteristics. It is suggested that adhering to the Party's leadership, the supremacy of the people, seeking truth from facts, and strengthening unity and cohesion are the important experience from the CPC's leadership in urban work. Cities in China are the places where various factor resources as well as economic and social activities are most concentrated. On the new journey of the new era, we must grasp the city as the locomotive of development, implement the important concept of the people's city, and explore the modern new path of Chinese urban governance. As to constructing the people's city, we need to grasp the mission in policy formulation, delineate the ideas and methods in policy implementation, and clearly define value orientation in policy evaluation.
