摘要
恶意社交机器人的泛滥给个人权益、社会秩序乃至人类伦理都带来了一定程度的威胁。社交机器人的治理议题被推上全球舞台,各国相继出台了一系列措施来对其失范行为进行约束。目前对社交机器人的治理并未形成体系,主要依赖人工智能、数据隐私、智能机器等领域的指导性、模糊性规范。在全球治理中,中国有必要关注境内外媒体平台上社交机器人营造的与中国议题相关的舆情,更有必要汲取先进经验,完善本国社交机器人应用和监管相平衡的治理路径。
The proliferation of malicious social robots has brought a certain degree of threat to personal rights,social order and even human ethics.The governance of social robots has been pushed onto the global stage,and countries have successively introduced a series of measures to constrain their deviant behaviors.At present,there is no system for the governance of social robots.It mainly relies on guiding and vague regulations in the fields of artificial intelligence,data privacy,and intelligent machines.There are limitations such as lack of mandatory nature and obvious regional characteristics.Under global governance,it is necessary for China to pay attention to the public opinion related to Chinese issues created by social robots on domestic and foreign media platforms,and it is even more necessary to learn from advanced experience and improve the governance path of balancing the application and supervision of social robots in China.
