摘要
当前,我国大城市进入了以存量为主的空间治理阶段,基础教育的供需关系也呈现出空间分异特征。然而,现行的基础教育资源空间配置模式过于“一刀切”,属于托底保障型,难以指导新时期基础教育资源的精准供给。鉴于此,以上海市普陀区编制的基础教育资源空间发展规划为例,通过确定符合基础教育服务的人口口径、建立基础教育资源数据库和学位供需模型,科学评估量化供给缺口、精准预测并指导新增资源供给、分类施策推动存量资源空间扩容,实现基础教育资源的精准配置。
China's major cities have entered a phase of spatial governance primarily focused on optimizing existing resources,and the supply-demand relationship in basic education has also shown spatial variations.However,the existing resource allocation pattern in spatial planning is a one-size-fits-all approach that falls short of providing targeted support for the precise supply of basic educational resources in the new stage.In light of this,taking the spatial development planning of basic education resources compiled by Putuo District,Shanghai,as a case study,by determining the population criteria in line with basic education services,a database of basic education resources and a supply-demand model for school places are established to scientifically assess and quantify the supply gap,accurately predict and guide the supply of new resources,implement categorized measures to promote the expansion of existing resource space,in order to achieve precise allocation of basic education resources.
