摘要
在数字化时代背景下,数据要素成为新质生产力发展的关键驱动力,其对经济和社会的深远影响日益凸显。数据要素通过培育新质劳动力、催生新劳动资料以及孕育新质劳动对象的核心机制,驱动新质生产力的涌现。而数据要素产权理论、信息公共物理论及新生产要素论,为这一过程提供了理论支撑。在此过程中,数据规范化不足、技术能力与数字人才短缺、数据市场化进程缓慢和数据孤岛的存在等问题,是阻碍数据要素充分发挥作用的主要障碍。深化数据要素赋能新质生产力的实践,必须优化数据治理体系、深化数字人才培育、持续推进数据市场化和推动数据共享和开放等。这些策略旨在通过建立健全的数据管理体系、激发数据资源的活力、促进数据资源的广泛共享和应用,为新质生产力的涌现提供坚实的基础和持续动力。
In the context of the digital era,data factors have become the key driving force for the development of new quality productivity,and their far-reaching impact on the economy and society has become increasingly prominent.The theory of data factor property rights,the theory of information public physics and the theory of new factors of production have provided theoretical support for the emergence of new quality productivity energized by data factors,which drive the emergence of new quality productivity through the core mechanisms of cultivating a new quality of labour force,giving rise to new means of labour and nurturing new quality of objects of labour.In this process,the lack of data standardization,the shortage of technical skills and digital talents,the slow process of data marketization,and the existence of data silos are the main obstacles that prevent data elements from playing their full role.To deepen the practice of data elements energizing new quality productivity,it is necessary to optimize the data governance system,deepen the cultivation of digital talents,continuously promote data marketization,as well as promote data sharing and openness.These strategies aim to provide a solid foundation and sustained impetus for the emergence of new quality productivity by establishing a sound data governance system,stimulating the vitality of data resources,and promoting the extensive sharing and application of data resources.
