摘要
智能化数字经济时代是继机械化、电气化、自动化工业革命实践求索基础上的新一轮时代变革,正在无形中改变人类社会的运行方式,新质生产力和新型城镇化双向促进需要数字技术赋能助力。数字技术、新质生产力和新型城镇化在时空维度、战略层级、创建目标等诸多方面具有耦合性。但现有技术环境和具体算力难以完全适配于数字赋能现有场域,面临区域间发展水平差异化与新型城镇化共享性要求难以适配、空间生产脱域化与新型城镇化联动性要求难以适配以及数字人才匮乏化与新型城镇化人本性要求难以适配三维掣肘问题。因此,需弥合数字技术因失控走向“技术利维坦”而贻害新质生产力和新型城镇化建设效能的可能性,进一步借助数字技术摒除城乡不平衡和不充分发展的固有屏障。
The era of intelligent digital economy is a new round of era change following the mechanization,electrification and automation of the industrial revolution on the basis of practical search,and is invisibly changing the way of operation of human society.The two-way promotion of the new quality of productive forces and the new urbanization needs to be energized by digital technology.Digital technology,new productivity and new urbanization are coupled in many aspects,such as spatial and temporal dimensions,strategic levels,and creation goals.However,the existing technical environment and specific arithmetic power are still difficult to be fully adapted to the existing field of digital energizing,and face the problem of three-dimensional constraints of the differentiation of the development level among regions and the difficulty of adapting to the requirements of new urbanization sharing,the difficulty of adapting to the requirements of spatial production disembedding and new urbanization linkage,and the difficulty of adapting to the requirements of the scarcity of digital talents and the difficulty of adapting to the requirements of the new urbanization in the nature of the human being.Therefore,it is necessary to bridge the possibility of digital technology going out of control towards a“technological leviathan”that would harm the new quality of productive forces and the effectiveness of the construction of new urbanization,and to further use digital technology to remove the barriers inherent in the unbalanced and inadequate development of urban and rural areas.
