摘要
随着出国留学、旅游、经商等人员增加,我国携带伴侣动物出境行为也日渐频繁。各国(地区)政府都对入境伴侣动物有严格的检疫要求,我国根据法律法规和入境国家(地区)要求,对携带出境的伴侣动物进行检疫监管并签证验核后放行。当前,我国对携带伴侣动物出境检疫监管存在做法不一致等问题。本文介绍了海关对携带出境伴侣动物的检疫监管依据及流程,分析了目前携带伴侣动物出境检疫监管存在的问题,并提出了相应建议,以期促进检疫监管措施落实到位,从而为携带人提供更方便、快捷的服务。
With the increasing number of people going abroad for study,traveling and business,carrying companion animals out of the territory becomes more frequent.Entry companion animals shall be strictly quarantined as required by all countries(regions),while companion animals to be carried out of the territory of China shall be quarantined and supervised,and then released with issuance of a health certificate in accordance with laws and regulations as well as the requirements of destination countries(regions).However,there are problems including inconsistent practices in the quarantine supervision for companion animals to be carried out of the territory.Here,the basis and process of quarantine supervision implemented by Customs for companion animals to be carried out of the territory were introduced,the above problems were analyzed,followed by corresponding recommendations,expecting to promote the implementation of quarantine supervision measures,and thus to provide more convenient and efficient service for travelers who were carrying companion animals.
