摘要
动物检疫工作是《中华人民共和国动物防疫法》规定的一项重要行政许可,是防范动物疫病传播,促进畜牧业高质量发展的重要保障性工作。随着农业机构改革的不断推进,原有的监管体制机制、检疫模式都有了较大变化。近年来,山东省临沂市通过分析检疫工作现状,针对当前存在的检疫执法衔接不畅、检疫人员能力不足、检疫程序不规范、检疫监管不到位等突出问题,探索新机制、新手段,并初步落地应用,取得了较好成效,保障了当地畜牧业发展和动物源性食品安全。本文对相关工作进行了系统梳理,形成了一套贯穿检疫工作全流程的标准化应对方案,同时对工作改进后仍存在的问题进行了探讨,并对该模式进行了展望,以期为更好地开展动物检疫工作提供借鉴。
Animal quarantine is a key administrative licensing,as stipulated by the Law of the People's Republic of China on Animal Disease Prevention,supporting to prevent potential spread of animal diseases and to facilitate the development of livestock industry with high quality.With ongoing reform to agricultural institutions,previous regulatory institutional mechanism and quarantine mode have been significantly changed.Based on current prominent problems including poor connection of quarantine and law enforcement,insufficient capacity of quarantine officers,informal quarantine procedures,inadequate quarantine supervision,etc.,as found through analyzing current quarantine service in Linyi City,Shandong Province,new mechanisms and means to address these issues had been explored and primarily implemented with positive outcomes,protecting the development of local livestock industry and safety of animal-derived food.In the paper,relevant efforts were systematically reviewed to form a set of standardized response program throughout the whole process of quarantine,also,the problems that were still available after improvement of efforts were discussed,and the model was expected,aiming to provide a reference for better implementation of animal quarantine.
