摘要
各国围绕人工智能治理的问题展开了广泛讨论。其中,人工智能技术发展过程中产生的伦理问题不断凸显,已上升到国家社会经济发展与战略安全层面。为此构建人工智能伦理体系,提高人工智能伦理治理的针对性,并对治理质量进行评价,旨在为人工智能技术与社会融合的健康有序发展提供伦理指导。首先概述人工智能的发展历程和深度应用,随后分析人工智能技术进步带来的伦理挑战,在此基础上构建人工智能伦理体系,并分析了伦理体系的运作过程与现存问题。其次在总结人工智能伦理治理的内容后,对人工智能伦理治理质量进行评价,形成人工智能伦理治理质量的评价指标与评价体系,验证伦理治理的效果。最后,从智能产品设计、技术治理、差异化需求、跨学科与跨国合作等方面提出政策建议,以促进人工智能技术的可持续发展和伦理问题的有效解决。
The rapid iteration of artificial intelligence(AI)technology has led to extensive discussions around the governance of AI among countries.The ethical problems arising from the development of AI technology have become increasingly prominent,and have risen to the level of national social and economic development and strategic security.This paper constructs the ethical system of AI,improves the pertinence of ethical governance of AI,and evaluates the quality of governance,aiming to provide ethical guidance for the healthy and orderly development of AI technology and social integration.This paper first summarizes the development process and deep application of AI and then analyzes the ethical challenges brought by the progress of AI technology.On this basis,the ethical system of AI is constructed,and the operation process and existing problems of the ethical system are analyzed.After summarizing the content of ethical governance of AI,this paper evaluates the quality of ethical governance,forms the evaluation index and evaluation system of the quality of ethical governance,and verifies the effect of ethical governance.Finally,this paper puts forward policy suggestions from the aspects of intelligent product design,technical governance,differentiated demand,and interdisciplinary cooperation,to promote the sustainable development of artificial intelligence technology and effectively solve ethical problems.
