高职院校升格职业技术大学的实践误区及超越

Practical Misunderstanding and Transcendence during Higher Vocational Colleges Upgrading to Vocational and Technical Universities

摘要 本科职业教育经过激烈深入的理论争辩和务实高效的实践探索,快速实现从概念澄明向实体运行,在稳步发展的征途中越发展现其强大的吸引力。部分高职院校表露出“先上车、再修车、边走边修”急迫的升格情绪,出现因功利思想抑制理性判断的政策认知误区、达标导向驱动资源整合的路径选择误区、脱职向本描绘未来愿景的发展规划误区等非理性升格行为,偏离了本科职业教育发展节奏在“稳”、动力来源于“外”的总基调。为此,在理论层面要加快由学理争辩向指导实践转向,政策层面要强化国家需求与现实条件结合,操作层面要加强类型特征与层次结构调试,风险层面要规避舆论阻抗与合格评估的双重考验等举措,推动本科职业教育稳步高质量发展。 After intense and in-depth theoretical debate and pragmatic and efficient practice and exploration, undergraduate vocational education has quickly realized the transition from concept clarification to entity operation, and shown its strong attraction in the journey of steady development. Some higher vocational colleges revealed the urgent upgrading emotion of “first getting on the car, then repairting the car, and repairing while walking”, and there are irrational upgrading behaviors such as policy cognition misunderstanding that the utilitarian thought inhibits rational judgment, paths selection misunderstanding that the standard orientation drives the integration of resources, and development planning misunderstanding that the job is removed to describe the future vision. It deviates from the general tone that the development rhythm of undergraduate vocational education is “stable” and the power comes from “outside”. Therefore,at the theoretical level, it is necessary to accelerate the shift from academic debate to guiding practice;at the policy level, it is necessary to strengthen the combination of national needs and realistic conditions;at the operational level, it is necessary to strengthen the debugging of type characteristics and hierarchical structure;at the risk level, it is necessary to avoid the double test of public opinion resistance and qualification assessment, so as to promote the steady and high-quality development of undergraduate vocational education.
