摘要
片区综合开发作为城市重大市政基础设施建设项目,其前期策划阶段主要包括资料收集、可行性预判及对接与稳定方案、政府谈判等多项工作内容。本文在分析片区综合开发前期策划工作内容的基础上,提出前期策划的重点,包括:提炼规划约束,严格遵守规划要求;系统开展平衡测算,预判可行性前景;高度重视政府谈判,合理确定开发模式与策略等。希望为城市片区综合开发项目前期策划及项目工作高效有序开展提供参考。
As a major municipal infrastructure construction project in the city,the preliminary planning stage of the comprehensive development of the area mainly includes data collection,feasibility prediction,docking and stability scheme,government negotiation and many other work contents.Based on the analysis of the contents of the preliminary stage planning for the comprehensive development of the area,this paper puts forward the key points of the preliminary stage planning,including refining the planning constraints and strictly complying with the planning requirements;Systematically carry out balanced calculation and predict the feasibility prospect;Attach great importance to government negotiations,reasonably determine the development mode and strategy,etc.Hopes to provide reference for the preliminary stage planning of comprehensive development projects in urban areas and the efficient and orderly implementation of the project.
