摘要
目的构建一个契合实际需要的科学有效的公立口腔医院运营管理绩效评价体系,促进医院运营管理水平提升。方法选取全国6个省份的10家公立口腔专科医院,针对2021—2023年运营管理情况开展咨询调查。首先分析了公立口腔医院运营管理现状,然后在结合国家相关运营管理政策文件以及口腔医院管理实践的基础上,利用德尔菲法和层次分析法构建指标体系并确定权重。结果经过2轮专家咨询,构建了涵盖3个一级指标、10个二级指标、20个三级指标的运营管理绩效评价指标体系,并利用层次分析法确定了各项指标权重。选取山东省口腔医院对绩效评价体系进行检验应用,证明评价体系具有一定的实用性和可操作性。结论以运营管理为导向构建公立口腔医院绩效评价体系,不仅能够评价公立口腔医院运营管理现状,还为指导加强医院运营管理提供依据。
Objective To construct a scientific and effective performance evaluation system of public stomatological hospitals that meets the actual needs,and promote the improvement of hospital operation and management level.Methods A consultation survey was conducted on the operation and management situation of 10 public dental specialty hospitals in 6 provinces across the country from 2021 to 2023.Firstly,the current situation of operation management in public stomatological hospitals was analyzed.Then,based on the relevant national operation management policy documents and the management practice of stomatological hospitals,the index system was constructed and the weights were determined by using Delphi method and analytic hierarchy process.Results After two rounds of expert consultation,a performance evaluation index system covering 3 first-level indicators,10 second-level indicators and 20 third-level indicators was constructed based on operation management,and the weights of various indicators were determined by using analytic hierarchy process.Shandong Provincial Stomatological Hospital was selected to test and apply the performance evaluation system,it proved that the evaluation system has practicality and operability.Conclusion The construction of a performance evaluation system for public stomatological hospitals guided by operation management can not only evaluate the current situation of operation management in public stomatological hospitals,but also provide a basis for guiding and strengthening hospital operation management.
