摘要
六盘水市位于贵州省西南部,喀斯特地貌广泛分布,土地资源利用状况对当地生态、经济和社会稳定至关重要。六盘水市土地利用类型主要有7种,即耕地、林地、草地、湿地、城镇村及工矿用地、交通运输用地、水域及水利设施用地。通过分析六盘水市土地利用现状,揭示存在的问题,并提出实现土地资源可持续利用的对策。目前,六盘水市土地利用存在部分突出问题。一是耕地质量差,资源紧张;二是保护意识弱,管护不足;三是职责不明,存在违法现象;四是存在批而未供与闲置土地的现象,同时面临喀斯特地貌挑战。未来,为了强化土地利用,有必要强化规划引领,优化土地利用结构;完善耕地后备资源调查,加强耕地保护;加强部门协作与配合,明确职责分工;加快盘活存量土地,加强喀斯特地貌区域的土地利用研究与实践。
Liupanshui city is located in the southwest of Guizhou province,with widely distributed karst landforms,and the utilization of land resources is crucial for the local ecology,economy,and social stability.There are seven main types of land use in Liupanshui city,namely cultivated land,forest land,grassland,wetland,urban village and industrial land,transportation land,water area and water conservancy facility land.By analyzing the land use status of Liupanshui city,the existing problems are revealed,and countermeasures for achieving sustainable use of land resources are proposed.At present,there are some prominent problems in land use in Liupanshui city.Firstly,the quality of arable land is poor and resources are scarce;the second issue is weak awareness of protection and insufficient management;the third issue is unclear responsibilities and the existence of illegal activities;the fourth issue is the existence of land that has been approved but not yet supplied,as well as idle land,while facing challenges from karst landforms.In the future,in order to strengthen land use,it is necessary to strengthen planning guidance and optimize land use structure;improve the investigation of reserve resources of arable land and strengthen the protection of arable land;strengthen departmental collaboration and cooperation,clarify division of responsibilities;accelerate the revitalization of existing land and strengthen the research and practice of land use in karst landform areas.
