摘要
目的 对青岛市社会急救体系建设经验进行总结,为推进“大急救”体系建设,“健康青岛”战略实施提供对策。方法 通过对青岛市社会急救体系的社会急救培训、志愿者队伍组建与调派、乡医-急救联动建设、120 AED电子地图的构建等方面进行归纳总结。结果 青岛市政府重视对社会公众的急救培训与考核,通过“救在身边”急救志愿服务项目,引入“互联网+”信息化技术手段,积极引导志愿者参与院前急救工作,有效完善社会急救体系构建。结论 青岛市已初步建立了社会急救体系,但仍然存在诸多薄弱环节,需进一步推进社会急救立法,建立社会支持急救激励保障机制,加强同质化、规范化社会急救培训管理,扩大急救志愿者队伍招募与培养,完善城市AED等急救设施配置,多途径培育良好社会急救文化氛围,鼓励社会公众广泛参与,以确保社会急救体系健康有序发展。
Objective To summarize the building experience of the construction of the social emergency system in Qingdao,and provide countermeasuremeasures s for promoting the constructiondevelopment of the"big emergency"system and implementing the"healthy Qingdao"strategy.Method This paper GeneralizeSummarize and summarizes the experience of social emergency training,of Qingdao's social emergency system,introduces the formation and deployment of volunteer teams,the construction of rural medical emergency linkage,and the construction of 120 AED electronic map.Results Qingdao The municipal government has attached importancepaid attention to the first aid training and assessment of the public,introduced the"Internet plus"information technology through the"Save Around"first aid volunteer service project,actively guided volunteers to participate in pre-hospital first aid work,and effectively improved the construction of social first aid system.Conclusion Qingdao has initially established a social emergency system,but there are still many weak linkssome weak points.It is necessary to further promote social emergency legislation,establish a social supporn t emergency incentive and guarantee mechanism,strengthen homogeneous and standardized social emergency training and management,expand the recruitment and training of emergency volunteers,improve the configurationallocation of urban AED and other emergency facilities,cultivate a good social emergency cultural atmosphere through multiple channels,encourage widespread public participation,and ensure the healthy and orderly development of the social emergency system.
