摘要
低碳发展作为建设中国特色社会主义的必由之路,是实现经济可持续发展的关键战略选择。当前,环境制度、绿色金融和碳交易体系是低碳发展的三大主要模式,不同模式对劳动力就业市场产生了显著的异质性冲击,呈现出劳动力市场的阶段性、规模结构及区域分化特征。从长期发展趋势看,低碳发展模式在政策引导、市场激励和资金支持等方面相互补充、协同发展,共同推动低碳经济的市场化进程。然而,这一协同趋势给劳动力就业市场带来了不确定性。传统高能耗行业就业岗位缩减、新兴绿色产业就业机会增加,这对劳动力素质和技能提出了更高要求。同时,低碳发展催生了灵活用工、低碳创业等新型就业模式,为劳动力市场提供了多元化选择。因此,为助推低碳发展模式下高质量充分就业,需要政府因地制宜地发挥异化低碳发展模式协同作用,以稳定就业、提高金融机构的服务能力和创新水平、提升劳动者的就业认知和技能结构。
Low-carbon development is an essential pathway for building socialism with Chinese characteristics and a critical strategic choice for achieving sustainable economic growth.Currently,environmental regulations,green finance,and carbon trading systems are the three primary models of low-carbon development,each exerting significant heterogeneous impacts on the labor market.These impacts manifest in the form of phased characteristics,structural changes in employment scale,and regional differentiation.From a long-term development perspective,low-carbon development models complement each other in terms of policy guidance,market incentives,and financial support,driving the marketization of the low-carbon economy through collaborative efforts.However,this trend of collaboration introduces uncertainties to the labor market,including the reduction of jobs in traditional high-energy-consumption industries,the creation of new employment opportunities in emerging green industries,and the heightened demand for labor quality and skills.Additionally,low-carbon development has given rise to new employment models such as flexible work arrangements and low-carbon entrepreneurship,offering diversified choices for the labor market.Therefore,to promote high-quality and full employment under the low-carbon development model,it is necessary for the government to leverage the synergistic effects of differentiated low-carbon development models in a context-specific manner,stabilize employment,enhance the service capabilities and innovation levels of financial institutions,and improve workers'employment awareness and skill structures.
