摘要
冬季两项是我国冬季体育项目发展中的重要一环,为应对其中日益复杂多变的赛事风险,基于韧性治理的理论场域,探寻更加行之有效的治理模式尤为迫切。从概念阐释、必要性、分析框架等层面入手,解构冬季两项赛事风险韧性治理的内涵;从理论逻辑与实践逻辑出发,分析冬季两项赛事风险韧性治理的逻辑进路。发现我国冬季两项赛事风险的韧性治理在实践中,存在理念滞后、结构混乱、制度失范、机制僵硬、工具欠缺等问题,相应提出围绕整体性加强韧性治理理念、围绕匹配性优化韧性治理结构、围绕应用性完善韧性治理制度、围绕时效性革新韧性治理机制、围绕发展性创新韧性治理工具等纾解路径。通过清醒认知我国冬季两项赛事风险治理的现状,在实践中融入韧性治理,以此构建我国特色冬季两项赛事体系,实现项目的高质量发展,推动体育强国及中国式现代化建设。
Biathlon is an important part of China’s winter sports development.In order to deal with the increasingly complex and changeable event risks in this sport,it is urgent to explore a more effective governance model based on the theoretical category of resilient governance.From aspects such as concept interpretation,necessity and analytical framework to analyze the connotation of resilient governance of biathlon event risks;and proceeds from theoretical and practical logics to analyze the logical approaches of resilient governance of biathlon event risks.The study finds that in practice,there are problems in the resilient governance of biathlon event risks in China,such as lagging concepts,chaotic structures,institutional anomie,rigid mechanisms and lack of tools.Correspondingly,mitigation paths are proposed,including strengthening the concept of resilient governance around integrity,optimizing the structure of resilient governance around compatibility,improving the system of resilient governance around applicability,innovating the mechanism of resilient governance around timeliness and innovating the tools of resilient governance around development.By clearly understanding the current situation of biathlon event risk governance in China and integrating resilient governance into practice,a biathlon event system with Chinese characteristics can be constructed,achieving high-quality development of this discipline,and promoting the construction of a sports power and Chinese-style modernization.
