摘要
作为生产与生活的重要载体,城市面临日益增多的风险与安全挑战。文章通过综合文献研究与实地调研,深入剖析了城市安全风险评估工作中实施主体的具体工作任务与职责,构建了一个涵盖企业(点层面)、行业(线层面)、区域(面层面)3个层次的安全风险评估体系。在此基础上,采用风险矩阵与层次分析法相结合的综合风险评估模型对温州市O区进行了实例研究。研究结果显示,该区存在5个重大风险行业及1个重大风险街道。这一发现不仅为城市区域的安全风险管理提供了有价值的决策参考,还为智慧应急管理信息化建设提供了必要的数据支撑。
As an important carrier of production and life,cities are facing increasing risks and safety challenges.The article comprehensively analyzes the specific tasks and responsibilities of the implementing entities in urban safety risk assessment through literature review and field research,and constructs a safety risk assessment system covering three levels:enterprises(points),industries(lines),and regions(areas).On this basis,a comprehensive risk assessment model combining risk matrix and analytic hierarchy process was used to conduct a case study on O District in Wenzhou City.The research results show that there are 5 major risk industries and 1 major risk street in the area.This discovery not only provides valuable decision-making references for safety risk management in urban areas,but also provides necessary data support for the construction of intelligent emergency management informationization.
