摘要
推动慈善事业高质量发展,对促进全体人民共同富裕具有重要意义。系统论为推进慈善事业高质量发展提供了新的研究视角。在系统论视域下慈善事业高质量发展应遵循整体性、目的性、动态性、开放性原则。然而受多重复杂因素制约,慈善事业高质量发展面临着整体性功能欠缺、目的性认知模糊、动态性调整受限、开放性程度不足等现实困境,亟须通过优化顶层设计,推进各要素协同并进;明确慈善事业发展定位,激发社会成员参与动力;增强慈善事业动态适应能力,提升慈善事业服务能力;深化开放合作,提高开放合作程度,以促进慈善事业高质量发展。
Promoting the high-quality development of philanthropy plays a critical role in fostering common prosperity for all.The systems theory offers a fresh perspective on this endeavor by providing a comprehensive framework to understand and address the complexities of philanthropic development.From this perspective,philanthropy's development should adhere to four key principles:holism,purposefulness,dynamism,and openness.However,various complex factors have posed significant challenges to achieving this goal.These include a lack of overall functional integration,unclear understanding of philanthropic objectives,limited capacity for dynamic adjustments,and insufficient openness to collaboration.To overcome these challenges and drive high-quality development,several measures are essential.First,enhance strategic planning by optimizing top-level design and ensuring the synergy of all components.Additionally,it is crucial to clarify the role of philanthropy by defining its developmental objectives and inspiring greater public engagement.Enhancing the dynamic adaptability of philanthropy and upgrading its service capabilities are also crucial.This can be accomplished by strengthening the sector's capacity to respond flexibly to evolving circumstances.Finally,to further promote high-quality development in philanthropy,it is essential to deepen open collaboration and enhance its degree,fostering deeper partnerships and greater inclusivity.
