摘要
社会福利的提升关系到人民的福祉,是中国式现代化的发展目标之一。满足人民生活需要是中国特色社会福利制度的根本立足点。随着人民生活需要从生存型需要向新时代美好生活需要的转变,中国社会福利制度不断发展完善,在实践中也面临着新的挑战与难点。从中国式现代化的发展要求出发,新一轮社会福利制度改革的主要原则是坚持系统性思维,综合推进。一是要优化社会福利体系的顶层设计,实现制度和管理机构的全国统一;二是要处理好需要和可能的关系,促进社会成员共享经济社会发展成果;三是要建构高层次发展型社会福利制度,推动社会福利内涵式高质量发展;四是要构建国家和社会多元治理的合作机制,形成责任合理均衡的社会福利网。此外,我国还应精准链接社会福利和福利对象,发挥社会福利的最大效用。只有充分激发社会在福利提供中的潜能,创造多元化个性化的需要满足物,使个人成为社会福利的建设者,才能最大限度和最快速度地推动社会福利转型。
The improvement of social welfare is related to the well-being of the people and is one of the development goals of Chinese path to modernization.Meeting the needs of people's lives is the fundamental foothold of the social welfare system with Chinese characteristics.With the transformation of people's living needs from survival needs to better life needs in the new era,China's social welfare system continues to develop and improve,and it is also facing new challenges and difficulties in practice.Proceeding from the development requirements of Chinese path to modernization,the main principle of the new round of reform of the social welfare system is to adhere to systematic thinking and comprehensively promoting it.First,it is necessary to optimize the top-level design of the social welfare system and realize the national unity of the system and management institutions.Second,it is necessary to handle the relationship between needs and possibilities,and promote members of society to share the fruits of economic and social development.Third,it is necessary to build a high-level development-oriented social welfare system and promote the connotative and high-quality development of social welfare.Fourth,it is necessary to build a cooperation mechanism for pluralistic governance of the state and society,and form a social welfare network with reasonable and balanced responsibilities.In addition,China should accurately link social welfare and welfare objects,and give full play to the maximum effect of social welfare.Only by fully stimulating the potential of society in the provision of welfare,creating diversified and personalized needs,and enabling individuals as the builders of social welfare,can we promote the transformation of social welfare to the greatest extent and the fastest speed.
