摘要
世界各国加速推进的政府数字化转型进程使档案工作走向深刻变革的“深水区”。档案数据治理理念与实践的萌芽、生成、深化的演变过程,体现出大数据时代档案行业生态系统整体的“数据化转向”和由此带来的档案形态与价值维度、档案工作场景与模式的深刻变化。档案数据管理成为档案工作的“新版图”的现状,反映出档案实践领域对数据管理的积极接纳与推广应用;档案数据治理范式的出现,则提升了档案学在数智时代的学科版图和社会影响力。多元共治的协同机制供给不足、线上治理空间的经验值和贡献度不高、公共利益与数据要素化的冲突等深层次问题的存在,既反映出档案数据治理工作面临的时代挑战,又启示档案部门从体制、场域、理念等维度去探寻大数据时代档案数据治理的新概念、新逻辑与新规则。
The accelerating government digital transformation processes across the globe have propelled archival work into a profound transformation,entering a"deep water zone".The evolution of archival data governance concepts and practices,from their inception to their development and in-depth progression,reflects a comprehensive"data-oriented shift"within the archival industry ecosystem in the big data era.This shift has led to significant changes in archival forms and value dimensions,as well as in the scenarios and models of archival work.Archival data management has emerged as the"new landscape"of archival work,indicating a proactive acceptance and promotion of data management within the archival practice field.The advent of archival data governance paradigms has enhanced the disciplinary scope and societal impact of archival studies in the digital intelligence era.However,issues such as inadequate collaborative mechanisms for multistakeholder governance,limited experience and contributions in online governance spaces,and conflicts between public interests and the turning of data into factors highlight both the contemporary challenges faced by archival data governance and the need to explore new concepts,logics,and rules for archival data governance from perspectives of systems,fields,and concepts in the big data era.
