摘要
为探析国家层面充电基础设施政策的工具选择及其与目标的适配性,本文选取自2012年以来颁布的14份相关政策文本,基于政策工具理论构建“工具—目标”适配性分析框架。研究发现,目前充电基础设施政策在各个目标的工具使用上存在一定的不均衡,政策工具内部组合的合力尚未得到充分发挥。建议加强需求面政策工具的应用、强化对科技创新政策目标的支持,并提升工具与目标之间的协同匹配。
In order to explore the tool selection of charging infrastructure policies at the national level and their adaptability to the goals,this paper selects 14 relevant policy texts promulgated since 2012 and constructs a"tool-target"adaptability analysis framework based on the policy tool theory.It is found that there is a certain imbalance in the use of tools for each target of the current charging infrastructure policy,and the synergy of the internal combination of policy tools has not been fully utilized.It is suggested to strengthen the application of demand-side policy tools,strengthen the support for the objectives of STI policies,and improve the synergy between tools and targets.
