摘要
揭示郑州市高质量发展与生态保护的耦合协调关系及障碍因素,对于推进区域可持续发展具有重要意义。以郑州市为研究对象,构建生态保护与高质量发展指标体系,基于2012-2022年面板数据,采用熵权法和CRITIC法相结合的组合赋权-TOPSIS法进行测度;利用耦合协调度模型和相对发展度模型,探究2个系统的耦合协调关系和相对发展态势;利用障碍度模型,诊断制约两者耦合协调的障碍因子。结果表明:①生态保护呈上升趋势,但环境治理指数偏低;②高质量发展时序发展态势良好,但绿色发展指数和开放发展指数偏低;③郑州市高质量发展与生态保护的耦合协调度整体呈现稳步上升趋势,但水平仍较低。在时序上经历了濒临失调-勉强协调-初级协调-中级协调-良好协调的演变历程;④郑州市高质量发展与生态保护耦合协调关系主要受环境压力、环境治理和创新发展三重制约,每年主要障碍因子略有差异。
Revealing the coupling coordination relationship and obstacle factors between high-quality development and ecological protection in Zhengzhou City is very important for promoting regional sustainable development.Taking Zhengzhou City as the research object,the index system of ecological protection and high-quality develop-ment was constructed.Based on the panel data from 2012 to 2022,the combined weighting-TOPSIS method,which combines the entropy weight method and the CRITIC method,was used for measurement.By applying the cou-pling coordination degree model and relative development degree model,the coupling coordination relationship and relative development trend of the two systems were investigated;With the help of the obstacle degree model,the obstacle factors affecting the coordinated development of the two systems are diagnosed.The results show that:①the ecological protection index showed an upward trend,while the environmental governance index was low;②the development trend of high-quality development is good,while the index of green development and open development is low;③the coupling coordination degree between ecological protection and high-quality de-velopment of Zhengzhou City shows a steady upward trend,while the level is still low.In the time sequence,it has experienced the evolution course of borderline dissonance-reluctant coordination-primary coordination-intermedi-ate coordination-good coordination;④the coupling and coordination relationship between ecological environment and high-quality development of Zhengzhou City is mainly restricted by environmental pressure,environmental governance and innovative development,and the main obstacle factors are slightly different every year.
