摘要
海绵城市理念作为一种新兴的城市发展策略,逐步获得社会各界的重视。通过实地走访、问卷调查、座谈会等方式调查汕头市海绵城市建设背景下的公共认知情况,旨在提出相应的策略建议,为汕头市海绵城市建设提供参考。研究结果表明:在推广海绵城市理念过程中,公众普遍对其具有积极认知,认可其在缓解城市内涝、改善环境质量等方面的潜力。多数受访者能够充分理解海绵城市的核心理念和目标,对其带来的生态效益和城市防洪减灾功能表示认同。但仍存在公众参与度较低且较为被动、政府部门与民众之间沟通与合作机制不完善、建设工期较长等问题,成为限制海绵城市推广的主要障碍。针对海绵城市建设,提出了建立信息共享平台、加强宣传与教育、完善合作机制、合理规划建设项目等建议,以期加深公众对海绵城市的认知度、提高公众参与度、深化环境保护意识。
The rapid development of cities brought increasingly severe environmental challenges.The concept of sponge cities,as an emerging urban development strategy,has gradually gained attention from all sectors of socie-ty.Through field visit,questionnaires and seminars,investigations into the public awareness of sponge city con-struction in Shantou was conducted,followed by corresponding strategic suggestions to provide references for the construction of sponge cities in Shantou.The research results indicated that during the current promotion of sponge cities,the public generally held positive awareness and acknowledged its potential to alleviate urban water logging and improve environmental quality.Most respondents fully understood the core concept and goals of sponge cities,and expressed agreement with the ecological benefits and urban flood control functions.However,problems such as limited public participation,imperfect communication and cooperation mechanisms between government departments and the public,and long construction periods has become major obstacles limiting the promotion of sponge cities.The construction of sponge cities required the establishment of an information-sharing platform,strengthened publicity and education,improved cooperation mechanisms,planned the rational construc-tion projects to deepen public awareness of sponge cities,increased public participation,and enhanced environ-mental protection awareness.
