摘要
为保障国家木材安全、促进生态修复、全面保护天然林,采用集约人工林栽培、现有林改培、森林抚育等措施营造和培育以乡土珍稀树种为主体的高价值、多功能森林,建设国家储备林3782.67hm^(2)、新增有林地446.67hm^(2)、现有林改培1333.33hm^(2)、森林抚育2002.67hm^(2),年均增长蓄积量38126.84m^(3)。指出储备林基地建设应充分考虑森林、环境、景观、文化等要素的保护与利用,丰富森林经营的内涵和综合效益。在总结做法和经验的基础上,分析存在的困难和问题,提出了解决实施主体单一、基地规模小、树种选择综合价值低、保障体系不完备的方法,努力实现产业发展融合、项目建设科学、示范引领社会、农林协同发展、基地建设规范的高质量国家储备林基地建设和发展,以期为国家储备林建设提供参考。
In order to safeguard national timber security,promote ecological restoration,and fully protect natural 22 forests,a total of 3782.67 hm of national forest reserves were constructed with 446.67 hm of new forest added 22 land.1333.33 hm of existing forests were improved,and 2002.67 hm of forests were tended,with an average in-crease in stock volume of 38126.84 m^(3).The construction of the forest reserve base fully considered the protection and utilization forest,environment,landscape,and culture,enriching the connotation and comprehensive benefits of forest management.Based on the summary of practice and experience,the problems were analyzed,and solu-tions were proposed to address the issues of single implementation subject,small base scale,low comprehensive value of tree species selection,and incomplete security system.Efforts were made to achieve the integration of in-dustrial development,scientific project construction,social demonstration leadership,coordinated development of agriculture and forestry,and standardized base of high-quality national forest reserves,in order to provide a refer-ence for the construction of national forest reserves.
