摘要
数字经济和实体经济深度融合,是我国抢占新一轮产业变革制高点、为经济高质量发展深度赋能的关键,更是以中国式现代化全面推进强国建设、民族复兴伟业的必然选择。数据成为关键生产要素是数实深度融合的本质,软件定义是产业互联网时代数据流动的底层逻辑,平台提供数据要素价值释放的赋能机制,生产关系的生态重构则是数据要素价值倍增的组织架构。针对当前制约数实深度融合的痛点难点和制度障碍,必须坚持以制度建设为主线,基于数据驱动构建关键核心技术协同攻关的新型举国体制、全产业链协同创新的组织运行机制,完善促进平台经济创新发展和大中小企业融通发展的体制机制,建立健全数据基础制度和新型劳动者培养体系,充分发挥数据、技术、人才等关键生产要素的作用,加速培育新质生产力。
The deep integration of digital economy and real economy is a key to seizing the strategic high ground of the next round of industrial revolution and deeply empowering economic high-quality development.It is also an inevitable choice for China to achieve modernization with Chinese characteristics and promote the great cause of national rejuvenation.The essence of deep integration of data and reality is that data becomes a key production factor.Software definition is the underlying logic of data flow in the industrial internet era.Platforms provide enabling mechanisms for the release of data factors value.The organizational framework for value multiplication of data factors value is the ecological reconstruction of production relations.To address the pain points,difficulties,and institutional barriers that currently restrict deep integration of data and reality,we must adhere to the main line of institutional construction and build a new national system of collaborative research and development based on data-driven key core technologies,as well as a system of coordinated innovation along the entire value chain.We must also improve the system of innovative development and integration of large,medium,and small enterprises.We must establish and improve data-based institutional systems and a new system for training skilled workers,fully leverage the role of key production factors such as data,technology,and talent,and accelerate the cultivation of new quality productive forces.
