摘要
在城乡融合背景下,构建乡镇公共文化服务体系是乡村文化振兴的迫切需要,对超大城市远郊区公共文化服务的高质量发展具有重要意义。以城乡融合为切入点,从经济供给、设施服务、社会需求、文化效应四个维度,分析了2003-2022年超大城市远郊区公共文化服务体系综合评价的时空演变特征,并基于耦合协调度模型分别探究了县域-乡镇四个维度之间的耦合度、耦合协调度及协调等级。结果表明:(1)远郊区公共文化服务体系综合评价数值逐年提升,均由低等水平发展至当前的良好或优秀水平;(2)近20年来四个维度的评价值呈现上涨态势,其中设施服务维度增长速度明显较快,经济供给维度稳步提升,而社会需求与文化效应维度在不同区域展现出较不均衡的发展倾向;(3)天津远郊区四个维度相互作用明显,区域体系内要素关联性较大,整体耦合协调水平中等,离“优质协调”尚有一定差距;(4)在乡镇个体层面,除宁河区外,其他区均处于轻度失调等级,各区因素影响有显著差异。据此,提出助推超大城市远郊区公共文化服务体系耦合协调发展的政策建议。
As the urban-rural dual structure diminishes in influence and the flow of urban and rural factors accelerates,rural spaces have undergone significant transformations.The outer suburbs of megacities have emerged as key areas for population and industrial migration owing to their unique geographical locations and resource endowments.However,these outer suburbs face challenges such as inadequate public cultural service facilities,lagging service levels,a substantial mobile population,and diverse demand patterns.Consequently,the high-quality development of public cultural services in these outer suburbs is facilitated through the establishment of a public cultural service system in the outer suburbs of megacities,exploring the coupling and coordination mechanisms of this system and its spatiotemporal evolution,and proposing targeted development strategies.These are conducive to promoting the high-quality development of public cultural services in outer suburbs,and to offering theoretical and practical support for rural cultural revitalization and urban-rural integrated development.From the perspective of urban-rural integrated development,a coupling degree model encompassing the economic supply,facility services,social demand,and cultural effects was built by employing the AHP-EWM combined weight calculation and comprehensive evaluation of public cultural service systems.An empirical study on the spatiotemporal evolution and coupling coordination degree of dimensions of the public cultural service systems in five outer suburb districts of Tianjin was carried out.The results show the following:(1)The comprehensive evaluation value of the public cultural service system in Tianjin's outer suburbs has increased annually from 0.35 to 2.55.Despite varying growth rates among districts,they have all progressed from a low to a good or excellent level.Notably,the Jizhou and Baodi districts have experienced faster growth and achieved higher final development levels.(2)The evaluation values of economic supply,facility services,social demand,and cultural effects have exhibited an upward trend over the past two decades.Facility services have grown significantly faster,while the economic supply has increased steadily.However,social demand and cultural effects exhibit relatively uneven development trends across regions.(3)In the outer suburbs of Tianjin,the economic supply,facility services,social demand,and cultural effects interact significantly,with strong correlations among the elements within the regional system.The coupling degree of each dimension exceeded 0.9 in 2013.However,the overall coupling coordination level is stabilized at the"intermediate coordination"stage,showing some distance with"high-quality coordination".(4)In terms of the coordination level and development types of the four dimensions,the townships in Jizhou,Baodi,Jinghai,and Wuqing districts are at a mild imbalance level,while Ninghe district is at a moderate imbalance level.Further,the development types of the townships in each district vary.Based on these findings,some policy recommendations were proposed:firstly,enhance the resource integration and radiation functions of megacities to narrow regional development gaps.Secondly,establish a flexible facility service supply mode centered on social demand.Thirdly,implement policies tailored to regions and categories to promote balanced development across various dimensions in different regions according to local conditions.Fourthly,foster deep and multidimensional integration to establish a coordinated development mechanism for the public cultural service system in the outer suburbs.In the context of urban-rural integration,these recommendations—which are conducive to promoting the high-quality development of the public cultural service system—provide a reference for the highly coupled and coordinated development of public cultural service systems in outer suburbs of megacities.
