摘要
针对设施农业用地备案不及时和材料不完善,以及上图入库信息与用地现状不符的情况,基于全面掌握设施农业用地状况的目的,依托自主建设的设施农业用地监督管理信息平台,以核心数据库为基础,参考基础地理信息数据,实施规划选址的合理性质量控制。利用高分辨率和高现势性的遥感影像,运用空间分析技术和图像识别技术,实施建设范围的正确性和用地现状的符合性质量控制。以备案档案数据库为基础,实施档案信息的规范性、备案材料的完整性和上图入库的正确性质量控制。以监督管理系统和移动端为手段,实施用地现状的监督核查和问题整改的彻底性质量控制。通过对青岛市在自然资源部备案项目开展质量核查,提出设施农业用地市级核查质量控制体系创新模式。该体系可较好地实施全流程的质量控制与整改监督,实现动态掌握全市设施农业用地备案详情和用地现状,可为农业发展、土地执法等工作提供数据保障。
According to the fact that the untimely registration and incomplete materials of facility agricultural land,as well as the inconsistency between the information stored in the above figure and the current land use situation,based on the purpose of comprehensively grasping the use status of facility agricultural land,relying on the independently constructed facility agricultural land supervision and management information platform,based on the core database,referencing multi-source basic geographic information data,implement rational quality control of planning and site selection,utilizing high-resolution and high availability remote sensing images,using spatial analysis techniques and image recognition techniques,implement the accuracy of construction scope and quality control of land use status compliance,based on the archive database,implement quality control over the standardization of archive information,the completeness of filing materials,and the accuracy of the above image storage,by using supervision and management systems and mobile devices as technical means,implement thorough quality control of land use status monitoring,verification,and problem rectification,through conducting quality inspections on projects in Qingdao that have been registered with the Ministry of Natural Resources,an innovative model of the city level inspection quality control system for facility agricultural land is proposed.This system can effectively implement quality control and rectification supervision throughout the entire process,dynamically grasp the details and current status of facility agricultural land registration,and provide data support for agricultural development,land law enforcement,and other work.
