摘要
教育家精神的弘扬与落实需要高素质的校长队伍,校长国培作为促进校长专业素养提升的重要渠道,因而备受重视。为了解析重要主体在中小学校长国培项目实施过程中的权力结构和行动策略,以利益相关者理论为视角分析教育行政部门、承办机构、基地学校、参训校长等利益相关者的行为策略。研究发现,不同主体在追求各自利益最大化的过程中,存在着复杂的权力结构和行动策略博弈,行政部门的悬浮执行、承办机构的左右摇摆和参训校长的隐秘行动都可能导致项目实施过程中的冲突和困局。为此,从源头严格把控,明确选派门槛;过程严格约束,关注核心利益;事后长期跟踪,拓展培训深度的解决路径,有助于校长国培更好地为校长赋能。
The promotion and implementation of the spirit of educators require a team of high-quality principals.The National Training Program for Principals,as an important channel for enhancing the professional competence of principals,has received significant attention.To analyze the power structure and action strategies of key stakeholders in the implementation of the"National Training Program for Principals"in primary and secondary schools,this study adopts the stakeholder theory perspective to examine the behavior strategies of educational administration departments,organizing institutions,base schools,and participating principals.The research finds that in the pursuit of their own interests,different stakeholders engage in a complex game of power structures and action strategies.The suspended implementation by adninistrative departments,the wavering of organizing institutions,and the covert actions of participating principals can all lead to conflicts and dilemmas in the program's implementation.Therefore,strict control at the source,clear selection criteria,strict constraints during the process,focus on core interests,and long-term follow-up after the event to expand the depth of training are proposed as solutions to better empower principals through the National Training Program.
