摘要
人才作为经济发展的核心资源,各国对高技能人才需求急剧增加,新一轮全球人才争夺战席卷全球。澳大利亚作为传统移民国家,具备相对完善的技术移民制度,通过分析澳大利亚技术移民制度发展历程和制度特点,列举制度的影响因素及现阶段关键性的优化改革措施,以期促进中国技术移民制度建设,进一步提升中国移民管理理念,出台中国特色移民法律,优化职业目录,细化评估标准,完善海外引进人才支持保障机制,深入实施新时代人才强国战略。
Talent is the core resource for economic development,is in increasingly high demand worldwide,and a new global competition for talent is sweeping across the globe.As a traditional immigration country,Australia has a relatively well-developed skilled immigration system.By analyzing the development history and characteristics of Australia’s skilled immigration system,this paper will outline the factors influencing the system and key optimization reform measures at the current stage.The aim is to promote the construction of China’s skilled immigration system,further enhance China’s immigration management philosophy,introduce immigration laws with Chinese characteristics,optimize the occupational list,refine assessment standards,improve support and guarantee mechanisms for overseas talent introduction,and deeply implement the strategy of building a talent-driven nation in the new era.
