摘要
近年来,我国农村人居环境持续改善。但从总体来看农村人居环境质量不高,尚未全面达成现代化的要求。新质生产力所倡导科技创新与劳动者要素、生产要素进行优化组合符合可持续发展的要求,其中蕴含的“人本”“优化资源配置”“科技赋能”对提升农村人居环境治理效果有重要的指导意义。在对G街道进行案例分析中发现在农村人居环境整治效果不佳主要原因为:作为治理主体的村民存在主动性缺失、基层治理中协同机制不足以及政府部门的治理工具落后。在新质生产力背景下,可通过观念再造、创新治理手段以及科技赋能等方式突破原有的治理困境,提升农村人居环境治理效果。
In recent years,China's rural living environment has been continuously improved.However,the quality of rural living environment is not high,and the requirements of modernization have not been fully met.The optimal combination of scientific and technological innovation,labor factors and production factors advocated by the new quality productivity meets the requirements of sustainable development,and the"people-oriented","optimized resource allocation"and"scientific and technological empowerment"contained in it have important guiding significance for improving the governance effect of rural human settlements.In the case analysis of G Street,the results showed that the poor effect of rural human settlement environment remediation was mainly due to the lack of initiative of villagers as the main body of governance,the lack of coordination mechanism in grass-roots governance and the backward governance tools of government departments.Under the background of new quality productivity,the existing governance dilemma could be broken through such ways as concept reconstruction,innovative governance means and scientific and technological empowerment,and the governance effect of rural human settlements can be improved.
