摘要
我国是世界公认的化工大国,绝大多数化工产品的产能都已居于世界前列。精细化工是化学工业的重要组成部分,作为一个典型的支撑性行业,精细化工有其独特的行业特点,工艺复杂,物料多样,危险程度高。精细化工产品是人、机、料、法、环、测等组成的体系有效运行的产物。在这过程中,常常涉及到易燃易爆、有毒有害物料,危险工艺、危险操作等危险因素,另外,基础设施老旧、落后,人员安全意识薄弱,导致该行业往往具有较高的危险性。针对这些安全风险及隐患,通常运用工具方法进行风险管控和隐患排查,采用工程技术措施、管理措施、培训教育措施、个体防护措施和应急处置措施进行分级有效管控。安全关键程序(SCP)是多种管控措施有效整合后的一种特殊措施,用来有效地预防初始失效及其失效后的后果。安全关键程序(SCP)在欧洲化工企业被广泛且强制应用,作为安全事件的最后一道防线。但在国内精细化工企业中并未得到广泛推广。本文对安全关键程序(SCP)应用方法进行探讨,并结合实例对其应用进行分析,以供行业人员参考,希望为该工具方法的推广使用提供帮助,为提升精细化工的安全管理提供帮助。
China is the world's recognized chemical power,and the production capacity of most chemical products has been in the forefront of the world.Fine chemical industry is an important part of the chemical industry,as a typical supporting industry.Fine chemical industry has its unique industry characteristics,complex process,diverse materials and high risk.Fine chemical products are the products of effective operation of the system composed of man,machine,material,method,environment and measurement.In this process,flammable and explosive,toxic and harmful materials,dangerous processes,dangerous operations and other risk factors are always involved.In additional,the infrastructure is old and backward.Meanwhile,personnel safety awareness is weak,resulting in the industry a high risk.In response to these security risks and hidden dangers,risk control and hidden danger investigation are usually carried out by means of tools.Engineering and technical measures,management measures,training and education measures,individual protection measures and emergency disposal measures are adopted for hierarchical and effective control.Safety critical procedure(SCP)is a special measure of effective integration of multiple controls to effectively prevent initial failure and its aftermath.Safety critical procedure(SCP)is widely and mandatory in European chemical companies as the last line of defense against security incidents.However,it has not been widely promoted in domestic fine chemical enterprises.This paper discusses the application method of safety critical procedure(SCP),and analyzes its application in combination with examples for reference of relevant personnel,hoping to provide help for the promotion of this tool method and improve the safety management of fine chemical industry.
