绿电/绿证抵扣碳排放机制分析及方案设计研究 被引量:1

摘要 “双碳”背景下,中国已形成绿电交易、绿证交易和碳排放权交易3种市场机制,实现3类市场更好衔接将更好促进可再生能源电力消纳。然而,目前可再生能源电力的减排效力计入全国电网平均排放因子中,企业购买绿电/绿证无法抵扣碳排放。通过梳理国内外绿电政策发展情况,分析中国目前绿电/绿证抵扣碳排放机制面临的主要问题,梳理出绿电/绿证抵扣碳排放机制4种可行的方案。通过搭建两区域电力交易模型,进行算例分析,研究不同绿电/绿证抵扣碳排放机制方案差异,探讨对产业发展、经济民生、可再生能源发展等方面影响。相关结论将为中国绿电/绿证抵扣碳排放政策的出台提供有益参考。 In the context of carbon peaking and neutrality,China has formed three market mechanisms,namely green power trading,green certificate trading and carbon emission trading.Realization of a better convergence of the three types of markets will play an important role in promoting the consumption of renewable energy.However,the emission reduction effectiveness of renewable power is counted in the average emission factor of the national power grid.The purchase of green power/green certificate by enterprise is not recognized as carbon emission offset.This paper analyzes the main problems currently faced by China’s green power/green certificate carbon emission offset mechanism by sorting out the development of green power policies at home and abroad,and sorting out four feasible options for green power/green certificate carbon emission offset mechanism.By building a two-region power trading model and conducting an arithmetic example analysis,the differences between 4 green power/green certificate carbon emission offset mechanisms has been study,and the impact on industrial development,people’s livelihood and economy and the development of renewable energy has been explored.The conclusions will provide a useful reference for the introduction of the green power/green certificate carbon emission offset policy in China.
