Research on Establishment of the Business Standard Index System for Medical Consumables

摘要目的建立医用耗材商务标准指标体系,为医疗机构采购部门提供医用耗材集中配送相关的标准化商务要素体系和流程节点,帮助医疗机构评估、遴选合适的合作伙伴,建立合规、严谨、通畅的商务流程,确保耗材供应工作平稳、高效。方法通过文献查询、专家咨询等方法拟定医用耗材商务标准指标体系初稿,进行问卷调查,应用德尔菲法和层次分析法确定具体指标内容及权重,形成最终指标体系。结果建立了一套医用耗材商务标准指标体系,包含7项一级指标、24项二级指标,一级指标包含服务招标、合同、资质、结款、绩效评价、商务流程和物权过程。结论本研究建立的医用耗材标准指标体系,可以提示医疗机构和医用耗材集配商注重完善、提升商务流程的合规性和时效性,尤其可为SPD管理模式提供商务流程设计、评价、监管、改进等的参考。 Objective To establish a business standard index system for medical consumables,and provide a standardized business element system and process node related to the centralized distribution of medical consumables for the procurement department of medical institutions,help medical institutions evaluate and select suitable partners,establish compliant,rigorous,and smooth business processes,and ensure smooth and efficient supply of consumables.Methods A preliminary draft of the business standard indicator system for medical consumables was developed through literature review and expert consultation.A questionnaire survey was conducted,and the Delphi method and analytic hierarchy process were applied to determine the specific indicator content and weights,and the final indicator system was formed.Results A set of business standard index system for medical consumables was established,including 7 first-level indicators and 24 second-level indicators,and the first-level indicators included service bidding,contracts,qualifications,payments,performance evaluation,business processes,and property rights processes.Conclusion The standard index system of medical consumables established in this study can prompt medical institutions and medical consumables distributors to consummate and improve the compliance and timeliness of business process,and especially provide a reference for business process design,evaluation,supervision and improvement of the centralized distribution of SPD management mode.
