摘要
开展“一站式”学习支持服务是开放大学践行“以学生为中心”发展理念的重要实践,也是开放教育办学质量的坚实保障。构建整体性治理视阈下“理念-组织-技术-制度”四维度分析框架,审视开放教育“一站式”学习支持服务供给实践,存在理念认识偏差、组织结构双重碎片化、信息孤岛、制度安排缺失等现实困境,可从重塑发展理念、提升组织效能、整合信息资源和创新制度体系四个方面进行优化。四维度要素在优化过程中形成相互贯通、共同发挥作用的有机整体,共同保障开放教育“一站式”学习支持服务的稳定供给。
The implementation of"one-stop"learning support services represents a pivotal strategy for open universities to adhere to the principle of"student-centeredness"and to maintain the quality of open education.This research adopts a comprehensive analytical framework encompassing"concept-organization-technology-system"from a holistic governance perspective to evaluate the provision practices of"one-stop"learning support services within the context of open education.Several practical challenges are identified,such as misconceptions regarding the concept,dual fragmentation in organizational structures,information islands,and inadequate institutional frameworks.The optimization strategies proposed herein focus on four primary areas:redefining the developmental philosophy,improving organizational efficiency,integrating information resources,and innovating institutional systems.These dimensions collectively constitute an integrated whole,interacting and functioning synergistically to ensure the stable and effective delivery of"one-stop"learning support services in open education.
