摘要
“互联网+自然资源政务服务”对于提升自然资源部门政务服务能力具有重要意义。“互联网+政务服务”工作在推进中,面临行政相对人申报和技术审查、自然资源内部已有系统改造难度、与省政务服务信息化体系快速融合、平行部门数据共享敏捷响应等方面的问题。为此,云南省自然资源厅构建了“互联网+自然资源政务服务”系统。本文对“互联网+自然资源政务服务”系统进行技术路线梳理,分析物理隔离网络条件下系统的总体框架、运行模式和数据共享的响应模式,并对业务协同、一网申报、通查通验、窗口管理、监测监管、安全保障6个关键子系统进行功能分析和运行逻辑分析。实践证明,该系统取得显著的应用成效,为体系内政务服务应用提供统一对外技术通道、系统改造及数据共享规范。结合目前国家对政务服务的新要求,本文提出应在业务层面和技术层面对系统继续进行升级改造,包括进一步梳理、精简业务流程,加强业务协同系统建设;为提高政务服务管理运行效率,“高效办成一件事”的跨部门、跨层级协同落地提供技术保障。
Promoting"Internet+Natural Resources Government Services"has significant implications for enhancing the government service capabilities of natural resources departments.In the process of promoting"Internet+Government Services",there are problems such as the difficulty of administrative relative parties'filing and technical review,the difficulty of upgrading the existing internal systems,the rapid integration with the provincial government service information system,and data sharing among parallel departments.Therefore,Yunnan Provincial Natural Resources Department has built the"Internet+Natural Resources Government Services"system.In this paper,the technical route of"Internet+Natural Resources Government Services"system,and the overall framework,operation mode and data sharing response mode of the system under the condition of physical isolation network are analyzed.Functional analysis and operation logic analysis have been carried out for six key subsystems,including business coordination,one-net declaration,comprehensive inquiry and verification,window management,monitoring and supervision,and security assurance.Practice has proved that the system has achieved significant application effects and has provided a unified external technical channel,system upgrade and data sharing standards for the internal government service applications.Combined with the new requirements of the state for government services,it is proposed that business processes should be further sorted out and streamlined at the business level;and that the technical level should focus on strengthening the construction of business coordiantion systems and providing technical guarantees for cross-departmental and cross-level coordinations for the purpose of"efficiently accomplishing one thing".
