摘要
总体国家安全观背景下,应急情报能更好地服务应急决策解决复杂的社会突发事件,将“韧性”与“应急情报”相结合能够提高应急情报体系的支撑能力和服务效能,从而指导突发事件的应急管理取得更大的进步。文章通过多学科交叉研究、以可视化图谱形式梳理韧性与应急情报领域研究热点的方式对韧性的维系能力、适应能力、吸收能力、恢复能力、学习能力作出解释,探讨韧性能力的特征,分析应急情报支撑体系的运作机理,然后找出韧性能力和应急情报支撑体系之间的适配逻辑,最终基于以上研究,从突发事件应急管理的预警阶段、控制阶段、恢复阶段着手,构建具备强大效能的应急情报支撑体系。文章得出结论:维系能力能够为应急管理预警阶段的应急情报赋能;适应能力、吸收能力能够为应急管理控制阶段的应急情报赋能;恢复能力、学习能力能够为应急管理恢复阶段的应急情报赋能。
In the context of the overall national security concept,emergency intelligence can better serve emergency decision-making and solve complex social emergencies.Combining"resilience"with"emergency intelligence"can improve the support capacity and service efficiency of the emergency intelligence system,thereby guiding the emergency management of emergencies to make greater progress;By conducting interdisciplinary research and organizing research hotspots in the fields of resilience and emergency intelligence in the form of visual graphs,this paper explains the maintenance ability,adaptability ability,absorption ability,recovery ability and learning ability of resilience,explores the characteristics of resilience ability,analyzes the operating mechanism of emergency intelligence support system and then identifies the adaptation logic between resilience ability and emergency intelligence support system.Based on the above research,Starting from the early warning stage,control stage and recovery stage of emergency management for unexpected events,we will build an effective emergency intelligence support system;Maintaining the ability to empower emergency intelligence during the early warning phase of emergency management;Adaptability and absorptive capacity can empower emergency intelligence during the emergency management and control phase;The ability to recover and learn can empower emergency intelligence during the recovery phase of emergency management.
