摘要
理解增量、存量空间开发与治理模式的内涵差异,构建存量空间治理思维,是有效实施城市更新行动的关键。存量空间时代下城市建设面临价值目标导向、利益分配机制和公共管理方式3大转型。城市更新行动计划作为推进更新实施的工具,是落实城市发展战略和国土空间规划的重要抓手,同时也是兑现多元价值、协调多方利益、实现社会治理的关键平台。结合广东省广州市实践,从计划编制主要内容、多元主体协同编制机制、“考核—反馈—优化”闭环管理体系等方面,总结提出基于存量空间治理的城市更新行动计划编制方法及内在机制。
Understanding the connotative differences between the development and governance modes of incremental and built-up spaces,and constructing a built-up space governance mindset is crucial to the effective implementation of urban renewal actions.Urban construction in built-up areas faces 3 major transformations in value target orientation,benefit distribution mechanism,and public management mode.As a tool to promote the implementation of urban renewal,the urban renewal action plan is important to implement the urban development strategy and territorial spatial planning.At the same time,it is also a key platform for realizing diversified values,coordinating the interests of multiple parties,and realizing social governance.Combined with Guangzhou's practice,the methodology and internal mechanism of urban renewal action plan preparation based on built-up space governance are summarized in terms of the main contents of plan preparation,the mechanism of coordinated preparation by multiple subjects,and the closed-loop management system of"assessment-feedback-optimization".
