摘要
布局建设区域科技创新中心是“强化国家战略科技力量”和“区域创新协调发展”的重要举措。本文以具有区域科技创新中心发展基础和潜力的地区——国家自主创新示范区为研究对象,基于比较优势的测算方法,量化区域创新链与产业链的发展现实与比较优势状况,凝练出原始创新推动型、产业需求拉动型和产业创新协同发展型三类区域科技创新中心建设模式。进一步地,针对原始创新推动型区域科技中心建设,提出“创新链先行+产业链递进”式培育路径;针对产业需求拉动型区域科技中心建设,提出“产业链引领+创新链支撑”式培育路径;针对产业创新协同发展型区域科技中心建设,提出“创新链与产业链双向升级”式培育路径。本文从创新链和产业链协同的新视角,按照比较优势将区域科技创新中心加以分类,进而提出差异化的培育路径和实施方案,是对中国区域科技创新中心建设道路的有益探索。
The layout and construction of regional technology innovation centers are important measures to“strengthen national strategic scientific and technological strength”and“coordinate regional innovation development”.This article takes the National Independent Innovation Demonstration Zone,an area with the foundation and potential for the development of a regional technology innovation center,as the object of study.Based on the comparative advantage estimation method,it quantifies the development reality and comparative advantage status of regional innovation chains and industrial chains,and distills three types of regional technology innovation center construction models:original innovation⁃driven,industry demand⁃driven,and industry innovation⁃coordinated development.Furthermore,for the construction of original innovation⁃driven regional technology centers,we propose an“innovation chain ahead+industrial chain progressive”cultivation path;for the construction of industry demand⁃driven regional technology centers,we propose an“industrial chain leading+innovation chain supporting”cultivation path;for the construction of industry innovation⁃coordinated development regional technology centers,we propose an“innovation chain and industrial chain dual upgrade”cultivation path.From the new perspective of the coordination of innovation chains and industrial chains,this paper categorizes regional technology innovation centers according to comparative advantages,and then proposes differentiated cultivation paths and implementation plans,providing a beneficial exploration of the construction road for China's regional technology innovation centers.
