摘要
低碳转型所需的产业升级、能源结构调整等无法给所有区域和群体都带来积极影响,全球超过8亿个工作岗位(约占全球劳动力的25%)极易受到低碳转型负面影响,因此,能否开展公正转型事关全球低碳转型目标的顺利实现。近年来,中国为实现“双碳”目标,持续加快经济结构、能源结构转型,而我国以人民为中心的发展思想,使得我国转型实践天然关注公正性,因此,中国的低碳转型需要采取合适方式平衡经济发展与社会影响,并保障人民共享转型福利。为提出务实建议,指导我国在绿色低碳转型期间兼顾公平、正义、包容性的发展,本研究梳理了公正转型的概念、内涵、重点关注方向和国内外实践,比较了中国、欧盟、美国公正转型政策异同,分析我国现存不足,最后提出建议。
The industrial upgrading and energy structure adjustment required for low-carbon transformation cannot have a positive impact on all regions and groups.More than 800 million jobs worldwide(about 25%of the global workforce)are highly vulnerable to negative impacts of low-carbon transformation.Therefore,whether a fair transformation can be carried out is crucial to the smooth achievement of global low-carbon transformation goals.In recent years,China has been accelerating the transformation of its economic and energy structures in order to achieve its“dual carbon”goals.China's people-centered development philosophy has naturally focused on fairness in its transformation practices.Therefore,China's low-carbon transformation needs to adopt appropriate ways to balance economic development and social impact,and ensure that the people share the benefits of the transformation.In order to provide practical suggestions and guide China's development to balance fairness,justice,and inclusiveness during the green transformation period,this study has sorted out the concept and connotation of fair transformation,focusing on the direction,domestic and foreign practices,and compared the similarities and differences of fair transformation policies in China,the European Union,and the United States.It has analyzed the existing shortcomings in China and finally put forward suggestions.
