摘要
实验室安全事故的发生,给科研人员的生命及财产安全带来巨大威胁,建立安全风险分级管控与隐患排查治理双重预防机制,能够有效遏制事故发生。该文通过阐述双重预防机制的作用原理与重要意义,结合高校实验室安全管理工作的实际情况,介绍了双重预防机制构建过程中危险源辨识与评估、安全风险分类分级与管控、隐患排查治理的流程,探讨了责任体系的建立健全、风险的优先管控、隐患治理的落实和持续改进等关键环节,总结了建设经验,明确了进一步的推进方向。
The occurrence of laboratory safety accidents poses a great threat to the life and property safety of scientific researchers.Establishing a dual prevention mechanism from safety risk hierarchical control and hidden danger investigation and management can effectively curb the occurrence of accidents.This paper elaborates on the principle and significance of the dual prevention mechanism,combined with the actual situation of laboratory safety management in universities,and introduces the process of hazard identification and assessment,safety risk classification and hierarchical control,hidden danger investigation and management in the process of building the dual prevention mechanism,and discusses the key links such as the establishment and improvement of the responsibility system,priority of the risk control,implementation of hidden danger investigation and management,and continuous improvement.The construction experience is summarized and direction for further promotion is clarified.
