摘要
高校实验室从一元结构发展为多元结构,已经与科学研究、国家科技战略密不可分,并呈现出规模效应。在国家提倡有组织科研背景下,应优化实验室经费配置,促进科技创新。该文剖析了以实验室为载体的高校科研活动对于科技创新的内生力量作用,总结我国实验室经费在新时代面临的新情况、新问题,新特点、新规律,探讨实验室建设运行与经费投入之间的有效耦合模式,提炼总结我国高校科技创新实践活动的规律性认识,提出实验室经费优化路径。
From the initial unitary structure to the current diversified structure,the laboratory has been inseparable from scientific research and national science and technology strategy,and has shown scale effect.From the perspective of organized scientific research,we should focus on the role of optimizing laboratories in scientific and technological innovation.This paper analyzes the endogenous force of scientific activities carried by laboratories on scientific and technological innovation,deeply studies the new situations and problems faced by laboratories in the new era,reveals new characteristics and laws,discusses the effective coupling model between operation of laboratories and funds allocation,refines and summarizes the regular understanding of scientific and technological innovation practice in China universities,and puts forward the optimization path of laboratory funds.
