摘要
随着人与自然矛盾的激化,国家大力支持和引导生态建设成为各国谋求绿色发展的重要手段。中国特色国家引导型生态建设模式既合理借鉴了国际先进经验又坚持守正创新,以党的全面领导为引领,努力把握规律性认识,坚持社会主义市场经济体制,建立健全新型举国体制,协调运用市场与政府两种资源配置手段,不仅实现了绿色生产力的跨越式发展,也因地制宜地培育了新质生产力。面对当前形势,继续完善中国特色国家引导型生态建设模式,统筹绿色发展、高质量发展,以及巩固增强经济回升向好态势等任务和目标,探索生态建设与宏观调控、绿色金融、乡村振兴结合的新机制,以体制机制创新引领组织创新和技术创新,努力在化解短期风险挑战的同时驱动绿色生产力和新质生产力持续发展。
Since the rise of capitalist industrialization,with the intensification of contradictions between humans and nature,the strong support and guidance of ecological construction by the state has become an important means for green development.The Chinese characteristic state-guided ecological construction model not only draws on international advanced experience in a reasonable manner,but also adheres to innovating on the basis of what has worked in the past.Guided by the comprehensive leadership of the Party,it strives to grasp the regularity of understanding,adheres to the socialist market economy system,establishes and improves a new-type system of nationwide mobilization,and coordinates market and government.It not only achieves leapfrog development of green productivity,but also cultivates new quality productivity according to local conditions.In the face of the current situation,China should continue to improve the Chinese characteristic state-guided ecological construction model,coordinate tasks and goals such as green development,high-quality development,and consolidating and enhancing the positive trend of economic recovery.On this basis,it will be helpful to explore new mechanisms for combining ecological construction with macroeconomic regulation,green finance,and rural revitalization,and use institutional and mechanism innovation to lead organizational and technological innovation.Then,it could be possible to resolve short-term risks and challenges while driving the sustainable development of green productivity and new quality productivity.
