摘要
随着我国民航业的快速发展,不安全事件发生的频率逐渐上升。为科学评估中小机场空管单位应急处置能力,提出了一种基于改进麻雀搜索算法和灰云模型的综合评估方法。从预防、准备、响应和恢复四个维度构建应急处置能力评估指标体系,利用多种赋权方法确定指标权重,结合改进麻雀搜索算法优化指标权重;其次,引入灰云模型绘制综合评估云图,实现应急处置能力全过程评估;最后,以国内某机场进行实例分析,验证模型的有效性。结果表明:改进麻雀搜索算法能够更准确地反映指标的重要程度,将优化后的指标权重应用于灰云模型,可以有效进行中小机场空管应急处置能力的评估,并为后续应急处置能力提升研究提供参考。
As China′s civil aviation industry rapidly develops,the frequency of unsafe incidents has gradually increased.To scientifically assess the emergency response capabilities of air traffic control units at small and medium-sized airports,this paper proposes a comprehensive evaluation method based on an improved Sparrow Search Algorithm and a Grey Cloud Model.Firstly,an emergency response capability assessment index system is constructed from four dimensions:prevention,preparedness,response,and recovery.Various weighting methods are employed to determine the index weights,with the improved Sparrow Search Algorithm optimizing these weights.Secondly,the Grey Cloud Model is introduced to create a comprehensive evaluation cloud map,enabling a full-process assessment of emergency response capabilities.Finally,a case study is conducted on a domestic airport to validate the effectiveness of the proposed model.The results show that the improved Sparrow Search Algorithm more accurately reflects the importance of the indices.Applying the optimized index weights to the Grey Cloud Model effectively evaluates the emergency response capabilities of air traffic control units at small and medium-sized airports,providing valuable insights for future research on enhancing emergency response capabilities.
