基于任务均衡性的管制员智能排班方法研究

摘要 介绍了管制员排班的核心求解问题,包括班次生成和人员派遣两部分,提出了有效的分步解决方法。第一阶段结合空管运行规则和班组人员搭配特点,设计列生成算法自动生成班次串;第二阶段考虑班组人员派遣的任务匹配与均衡性,构建管制员智能派遣模型,提出基于可变邻域搜索和模拟退火的混合启发式算法求解人员派遣方案。以某管制班组排班计划为例进行数据验证,结果显示方法较传统人工排班方式具有更优的公平性,符合排班计划的业务规则要求,满足了班组搭配规则和人员派遣公平性的复杂需求,使班组排班质量得到优化,人员满意度得到提升,有助于空中交通安全管理。 To solve the core problem of intelligent scheduling for air traffic controllers(ATCo),an effective step-by-step solution method is proposed,which sequentially solves the two sub problems of shift generation and personnel dispatch.In the first stage,based on the operational rules of air traffic control and the characteristics of team personnel allocation,a column generation algorithm is designed to automatically generate shift plans;In the second stage,the task matching and balance of team personnel dispatch are considered,an intelligent dispatch model is constructed,and a hybrid heuristic algorithm based on variable neighborhood search and simulated annealing is proposed to solve the personnel dispatch plan.Taking the scheduling plan of one team as an example for data validation,the results show that this method meets the rules requirements of scheduling plans and has better task balance than traditional manual scheduling methods.It satisfies the complex requirements of team matching rules and personnel dispatch fairness,optimizes the quality of team scheduling,and helps to manage team resources and improve personnel satisfaction.
