摘要
国家是构建在风险之上的组织系统。公安机关作为武装性质的刑事司法力量和行政执法力量,在防范和处置风险中承担着关键职责,其在防范和处置风险时的有效应对以及在治理体系中的作用发挥,直接关系国家安全和社会稳定。公安机关必须把握信息化时代的特征,将“专业+机制+大数据”的警务模式和思维,落实到当前的执法活动中,深入分析信息社会中影响风险的复杂因素,把握风险的运行逻辑,创造性制定防范和处置风险的基本方略,构建具有前瞻性和韧性的风险治理体系,为国家安全和社会发展提供有力保障。
The state is an organizational system built upon risks.Public security organs,as armed criminal justice and administrative law enforcement forces,play a crucial role in preventing and addressing risks.Their effective response and role within the governance system are directly related to national security and social stability.Public security organs must grasp the characteristics of the information age,implementing a“professionalism+mechanisms+big data”policing model and mindset in current law-enforcement activities.They should deeply analyze the complex factors affecting risks in an information society,understand the logic of risk operations,and creatively formulate basic strategies for risk prevention and management.By doing so,they can build a forward-looking and resilient risk governance system that provides strong support for national security and social development.
