摘要
推进革命老区高质量发展是新时代区域协调发展的重要任务。文章从内生比较优势的视觉,结合湖北省D县的发展实践,考察革命老区高质量发展的实践机制,探求其高质量发展的有效路径。研究发现,革命老区拥有丰富的红色产业、精神文化等先天资源,且得到国家与地方政策的大力支持。在把握已有先天优势资源的基础上,老区应探索一条外源内生式的发展路径,通过资源整合、组织激活和社会动员,以特色产业为抓手,推动新质生产力的发展。同时,依靠红色精神和科学管理,凝聚多元组织力量,采取多途径动员方式,激发老区人民的内生动力,从而形成独特的内生比较优势,实现经济社会的高质量发展。
Promoting the high-quality development of old revolutionary base areas is an important task for regional coordinated development in the new era.From the perspective of endogenous comparative advantages,this study examines the development practice of county D in Hubei,and explores the effective paths of high-quality development for old revolutionary base areas.It is found that the old revolutionary base areas have abundant innate resources such as red industry,red spirit and red culture,and has received strong support from national and local policies.On the basis of making good use of the existing innate resources,the old revolutionary base areas should explore an exogenous and endogenous development path of resource integration,organizational activation and social mobilization,take industries with local features as the starting point to promote the development of new quality productive forces.Meanwhile,they should rely on the red spirit and scientific management to gather the strength of multiple organizations,and adopt multiple ways to mobilize the endogenous power of the people.Only in this way can the unique endogenous comparative advantages of the old revolutionary base areas be formed and the high-quality economic and social development of the old revolutionary base areas can be realized.
