摘要
文章围绕油田终端处理厂的HSE管理机制构建与实践进行分析,提出了基于终端处理厂实际情况,整合生产管理要素,优化资源配置,改进HSE管理机制,最终形成流畅的管理网络和提升生产效率的目的。文章通过现场调研、SWOT分析、HAZOP方法识别潜在风险等具体案例,分析了在HSE管理过程中的实施步骤和成效,最终得出优化组织架构、规范系统化管理、梳理业务流程和建立协同机制是提升HSE管理水平的关键。
This paper analyzes the construction and practice of HSE management mechanism in oilf ield terminal treatment plant,and puts forward the purpose of integrating production management elements,optimizing resource allocation,improving HSE management mechanism,and f inally forming a smooth management network and improving production eff iciency based on the actual situation of terminal treatment plant.Through on-site investigation,SWOT analysis,HAZOP method to identify potential risks and other specif ic cases,this paper analyzes the implementation steps and results in the process of HSE management,and f inally concludes that optimizing organizational structure,standardizing systematic management,sorting out business processes and establishing collaborative mechanism are the key to improve the level of HSE management.
