摘要
实现中国式农业农村现代化是乡村全面振兴的重要奋斗目标,是高质量解决“三农”问题、建设中国特色农业强国和推进中国式现代化的关键落脚点和重要抓手。中国式农业农村现代化是农业现代化生产、农村现代化建设以及农民现代化生活的有机整体,但依旧面临农业产量高但竞争能力低、农村面积大但宜居水平低以及农民数量多但富裕程度低的现实问题。只有坚持党的领导,落实“党政同责”,确保新质生产力在农业生产方面平稳落地,坚持在确保国家粮食安全基础上,以产业链升级塑造现代化农业,以数字化技术打造现代化农村,以造血式帮扶培育现代化农民,激发农民内生动力,推进农民收入跃升,坚持推进住房革命与乡村文化振兴双管齐下,确保农村人居环境提质升级,才能真正实现“农业新质、农村宜居、农民富裕”的三重奋斗目标。
To realize the modernization of agriculture and rural areas in the Chinese style is an important goal for comprehensively realizing rural revitalization,a key foothold and an important starting point for high-quality solutions to the “three rural issues”,building an agricultural power with Chinese characteristics and promoting Chinese-style modernization.Chinese agriculture and rural modernization is the organic whole of agricultural modern production,farmers' modern life and rural modernization construction,but it still faces the practical problems,such as high agricultural yields but low competitiveness,large rural areas but low levels of livability,and large numbers of farmers but low levels of wealth.Only by adhering to the leadership of the Party,implementing the principle of “joint responsibility between the Party and the government”,ensuring the smooth implementation of new quality productivity in agricultural production,adhering to the foundation of ensuring national food security,shaping modern agriculture through industrial chain upgrading,cultivating modern farmers through hematopoietic assistance,building modern rural areas through digital technology,stimulating farmers' endogenous motivation,promoting farmers' income growth,adhering to the dual approach of promoting housing revolution and rural cultural revitalization,and ensuring the improvement and upgrading of rural living environment,can we truly achieve the triple goal of “new quality agriculture,prosperous farmers,and livable rural areas”.
