摘要
中哈建交至今,两国关系发展经历了五次质的跃升,达到永久全面战略伙伴的新高度,开启了双边关系新的“黄金30年”,以共建“一带一路”合作为主线,通过各自发展倡议的战略对接,正在迈入共同构建世代友好、高度互信、休戚与共中哈命运共同体的新时代。因此,应从维护国家核心利益和长远发展、确保我国西北边疆长期安全稳定与经济繁荣、实现社会和谐与民族融合的战略需要出发,立足综合观点谋划深化战略对接,进一步拓展两国睦邻友好关系的内涵,把维护中哈关系作为构建两国命运共同体的前提,并将两国关系打造成为互利合作的“火车头”,地区安全的“稳定器”,民心相通的“好亲戚”,国际协作的“同路人”,才能推动中哈命运共同体行稳致远。
Since the establishment of diplomatic relations between China and Kazakhstan,the development of bilateral relations has experienced five qualitative leaps,reaching a new height of permanent comprehensive strategic partnership,and ushering in a new“golden 30 years”of bilateral relations.With the cooperation of the Belt and Road Initiative as the main line,through the strategic alignment of their respective development initiatives,the two countries will continue to work together.We are entering a new era of jointly building a community of shared future featuring enduring friendship,mutual trust and weal and woe.Therefore,we should proceed from the strategic needs of safeguarding national core interests and long-term development,ensuring long-term security,stability and economic prosperity in China’s northwest frontier region,and realizing social harmony and ethnic integration,plan to deepen strategic docking based on a comprehensive perspective,further expand the connotation of good-neighborly and friendly relations between the two countries,and take the maintenance of China-Kazakhstan relations as the premise of building a community of shared future between the two countries.Only by building bilateral relations into a“locomotive”for mutually beneficial cooperation,a“stabilizer”for regional security,a“good relative”for people-to-people ties and a“fellow traveler”for international cooperation,can we ensure the stability and long-term development of the China-Kazakhstan community of shared future.
