摘要
中国正处于以中国式现代化全面推进强国建设、民族复兴伟业的关键时期。面对国内经济下行压力,政府高度重视并出台了一系列增量政策,旨在刺激经济增长。在已经持续实施积极财政政策数十年但提振总需求效果有限的情况下,新的刺激政策资金应该投向何处的问题亟需解答。当前我国总需求不足、内循环疲软的症结在供给侧,大规模生产方式对多样化需求的不适应导致供给与需求的良性循环无法建立。当务之急是把刺激政策的资金投向乡村空间现代化建设,解决企业经营困难、提供就业,在化解产能过剩的同时拉动内需,为企业生产方式转型创造条件。在长期中,发挥市场的力量推动企业生产方式变革,构建以国内为主的数字化产业生态系统,重新建立供需良性循环,推动经济持续增长。
China is currently in a critical period of advancing the building of a strong and prosperous country and national rejuve-nation in all respects through Chinese modernization.Faced with downward economic pressure domestically,the government has attached great importance to the issue and introduced a series of incremental policies aimed at stimulating economic growth.How-ever,after decades of implementing active fiscal policies with limited success in boosting overall demand,the question of where the new stimulus policy funds should be allocated has become urgent.Currently,the root cause of insufficient overall demand and weak internal circulation lies on the supply side,and the inadaptability of large-scale production mode to diversified demand leads to the inability to establish a virtuous cycle between supply and demand.The immediate priority is to direct the funds of the stimu-lus policy towards the modernization of rural spaces,addressing business difficulties of enterprises,providing employment,and stimulating domestic demand while resolving overcapacity.This would also create conditions for the transformation of enterprise production models.In the long term,it is essential to harness the power of the market to drive changes in enterprise production methods,build a digital industrial ecosystem with a domestic focus,and re-establish a virtuous cycle between supply and de-mand,thereby promoting sustained economic growth.
