摘要
三峡工程主要通过客观存在的江湖关系和社会经济联系对洞庭湖区的土地利用产生影响。2003年第一台机组发电后,这种影响将逐渐显露。鉴此,应针对三峡工程运行后洞庭湖区土地利用所面临的新环境,尽快制订科学的土地利用规划,优化土地利用的部门结构和空间结构;要切实搞好生态退耕和移民建镇工作,促进土地整理及土地的规模化经营;要建立有利于避灾、减灾的土地利用新模式,积极整治低产田,防治"三废"污染,促进土地资源的可持续利用。
ThreeGorge Project has effects in many aspects on land use in Dongting Lake area .As far its internal mechanism, it has impacts on land resources, natural and socialeconomic conditions of land use through the relation between river and lake and socialeconomic association. These effects will gradually come into being after the first electric generators operation in 2003. The research indicates that: (a) A scientific plan of land use should be made as soon as possible according to new naturaleconomicsocial environment of Dongting Lake area after the operation of ThreeGorge Project; (b) In order to accelerate land arrangement and land dimensional management, the job of emigrating and developing town should be well carried out as well as ecowithdrawn from cultivated land; (c) Optimizing sector structure and space pattern of land use so as to adapt to the strategic adjustment of economic structure; (d) Establishing a new model of land use which is benefit to preventing and reducing natural disaster; (e) Preventing and curing 'three wastes' pollution. All these things are to be done for the aim of accelerating sustainable using of land resources in Dongting Lake area.
